As
described in the
by-laws (Statutes and Domestic Rules), the administration of the IPSO consists of an Executive Committee
under the supervision of an Assembly.
The Assembly and the
Executive Committee may delegate tasks to Task Forces.
The General Assembly holds the highest authority within the Organization. It is composed of Student Members and Representatives of Constituents and is presided over by the President. The Assembly... (1) decides on all issues of policy; (2) establishes the Domestic Rules; (3) changes the Statutes; (4) elects the Constituents of the Organization; (5) elects the Members of the Organization; and (6) elects the President, the Vice-President, and the Council Coordinators.
The Executive Committee has 7 members: the President, the Vice-President, the Constituents Council Coordinator, the Student Members Council Coordinator, the Professional Members Council Coordinator, the Secretary, and the Treasurer. The President, the Vice-President, and the Council Coordinators are elected by the Assembly according to the procedure described in the Domestic Rules. The President, the Vice-President, and the Council Coordinators shall decide the offices of Secretary and Treasurer as well as any other offices. The Executive Committee... (1) submits proposals to the Assembly, including a proposal for the budget; (2) executes the decisions taken by the Assembly; (3) conducts the general business of the Organization; (4) supervises the expenditure of money in accordance with the budget; (5) informs the Assembly on the activities of Task Forces and Dedicated Networks, as well as on all other relevant issues; (6) represents the Organization to public authorities, institutions and other organizations, in accordance to the general policies set by the Assembly; and (7) takes all appropriate actions in order to achieve the objectives of the Organization, in accordance with the general policies set by the Assembly.
There are three kinds of Councils: (1) the Constituents Council, composed of the Representatives of the Constituents; (2) the Student Members Council, composed of all Student Members; and (3) the Professional Members Council, composed of all Professional Members. The Councils shall provide advice to the Executive Committee on any relevant matter. The meetings of the Councils shall be chaired by the respective Council Coordinator or another member of the Executive Committee.

The Assembly voting rounds will be organized every six months through a Yahoo Group situated on the Internet at the following URL: http://groups.yahoo.com/group/ipso. The Assembly shall vote through this Yahoo Group, unless a postal ballot is demanded by the President, by any 25 Student Members from at least 5 countries or by any 40% of the Representatives. A voting round shall take 60 days from the moment of its beginning. The Assembly may decide to add 30 days to this period. Every Student Member and Representative has one vote and therefore has free access to the Yahoo Group. Nobody else may have access to this Yahoo Group, unless the Assembly decides otherwise. Decisions on the Statutes are taken by a 2/3 majority of votes of both the Student Members and the Representatives. All other decisions are taken by a simple majority of votes of both the Student Members and the Representatives. Items for the agenda shall be sent to the President up to 20 days before the voting round. The agenda shall be sent out at least 15 days before the voting round. Decisions can only be taken about items mentioned on the agenda. In order to take votes at least 25 Student Members and one-third of the Representatives have to participate. If this number is not met another (Extraordinary) voting round has to be called, in which decisions can be taken without any restrictions. The votes of Student Members and Representatives shall be counted separately. If a proposal is not supported by a majority of both Student Members and Representatives it is rejected.
The Executive Committee voting
rounds are organized every three months. The Executive Committee shall vote
through an Intranet situated on the Internet at the following URL: http://ipso.intranets.com;
unless a postal ballot is demanded by any two members of the Executive
Committee. A voting round shall take 30 days from the moment of its beginning.
The President may decide to add 30 days to this period.
