STATUTES

 

SECTION 1 - INTERPRETATION

 

1. In these Statutes the following words have the meanings assigned to them, that is to say:

-         Organization means the International Psychology Students’ Organization, mentioned in Section 2, Art. 1; the Organization can be designated as IPSO;

-         Constituents means the constituents mentioned in Section 4;

-         Councils means the councils mentioned in Section 8.

-         Members means the members mentioned in Section 5;

-         Assembly means the general assembly mentioned in Section 6, Art. 1;

-         Representatives means the representatives mentioned in Section 6, Art. 2;

-         Domestic Rules means the domestic rules mentioned in Section 14, Art. 2;

-         Yahoo Group means the yahoo group mentioned in Section 6, Art. 5;

-         Intranet means the intranet mentioned in Section 7, Art. 9.

 

SECTION 2 - NAME, DOMICILE AND LANGUAGE

 

1. The Organization is named ‘International Psychology Students’ Organization’, abbreviated as IPSO.

 

2. The Organization has no domicile in a particular country.

 

3. The language used by the General Assembly, the Executive Committee, Councils, and Task Forces is English. Any language may be used within the Organization.

 

SECTION 3 - MISSION

 

1. The mission of the Organization is to …

 

·         promote exchanges of scientific knowledge among psychology students and psychologists from all countries, and to promote international research in psychology;

·         improve the educational conditions for psychology students;

·         facilitate the employment process for (almost) young psychologists, with special attention for those who are looking for a job abroad or in an international setting;

·         improve the representation of psychology students in professional organizations, educational bodies and the like; on local, national and international level;

·         provide psychology students with a forum where they can …

-         interact with psychology students and/or professional psychologists from various countries on psychological, educational, ethical and/or social matters;

-         gather support for projects related to psychology and/or education;

-         become familiar with international professional organizations, editors, and their work.

 

SECTION 4 - CONSTITUENTS

 

1. Eligible for election as Constituent is any organization, or division or section of such an organization, or a similar organization, that satisfies the following criteria:

-       its aim is to promote  psychology;

-       its members are students in psychology at a university and/or an institution of higher education that has an equivalent qualification that is recognized by the Assembly;

-       it is willing to supply certain services to IPSO-Members.

 

2. Constituents are elected by the Assembly according to the Procedure described in the Domestic Rules.

 

3. Each Constituent has the right to appoint a single Representative for a period of not more than four years. A Representative cannot be member of the Executive Committee.

 

4. Constituency membership terminates

-       upon written request from the Constituent;

-       upon non-payment of the subscription during two consecutive years;

-       by expulsion.

 

SECTION 5 - MEMBERS

 

1. The Organization has the following, mutually exclusive categories of members:

-       Student Members;

-       Professional Members.

 

2. Eligible for election as Student Member is any applicant, provided that he/she studies psychology at a university and/or an institution of higher education that has an equivalent qualification that is recognized by the Assembly.

 

3. Eligible for election as Professional Member is any individual who is professionally and/or scientifically active in a field that is recognized as relevant for psychology.

Professional Members have the right:

-       to obtain selected services from the Organization;

-       to send e-mails to all Student Members and Representatives of Constituents.

 

4. Members are elected by the Assembly, unless the Assembly delegates the election to the Executive Committee. The election takes place in accordance the procedure described in the Domestic Rules.

 

5. Membership terminates

-     when a member no longer meets the requirements for membership;

-       upon written request of the member;

-       upon decease of the member;

-       by expulsion.

 

6. Decisions to terminate membership are taken by the Assembly. The Assembly may delegate the decision about termination of membership, except for expulsion, to the Executive Committee. The procedure for the termination of membership is described in the Domestic Rules.

 

 

SECTION 6 - ASSEMBLY

 

1. The highest authority within the Organization is held by the General Assembly. The Assembly is presided over by the President.

 

2. The Assembly is composed of Student Members and Representatives of Constituents.

There shall be one Representative for each Constituent.

 

3. Representatives are nominated for a period of not more than four years in accordance with the procedure described in the Domestic Rules.

 

4. The Assembly …

-       decides on all issues of policy;

-       establishes the Domestic Rules;

-       changes the Statutes;

-       elects the Constituents of the Organization;

-       elects the Members of the Organization;

-       elects the President, the Vice-President, and the Council Coordinators;

-       sets the rates of subscription.

 

5. The Assembly voting rounds are organized every six months through a Yahoo Group situated on the Internet at the following URL: http://groups.yahoo.com/group/ipso.

 

6. The Assembly shall vote through this Yahoo Group, unless a postal ballot is demanded by the President, by any 25 Student Members from at least 5 countries or by any 40% of the Representatives.

 

7. A voting round shall take 60 days from the moment of its beginning. The Assembly may decide to add 30 days to this period.

 

8. Every Student Member and Representative has one vote and therefore has free access to the Yahoo Group. Nobody else may have access to this Yahoo Group, unless the Assembly decides otherwise.

 

9. Decisions on the Statutes are taken by a 2/3 majority of votes of both the Student Members and the Representatives. All other decisions are taken by a simple majority of votes of both the Student Members and the Representatives.

The procedure of voting is described in the Domestic Rules.

 

 

SECTION 7 - EXECUTIVE COMMITTEE

 

1. The Executive Committee has 7 members: the President, the Vice-President, the Constituents Council Coordinator, the Student Members Council Coordinator, the Professional Members Council Coordinator, the Secretary, and the Treasurer. There shall be not more than one member from a single country.

 

2. Eligible for election as member of the Executive Committee is any Student Member of the Organization who has been nominated as candidate by the Executive Committee, any 2 Representatives or by any 5 Student Members.

 

3. All members of The Executive Committee are elected for a term of two years. They are eligible for one consecutive term of two years. If there is a contradiction with article 5, he will be elected for the remaining maximum term.

 

4. In the event of a member of the Executive Committee resigning before the end of the two-year term, new elections shall be organized for the respective position and he/she will be replaced for the remainder of the term.

 

5. No person can be a member of the Executive Committee for a total period of more than four years.

 

6. The President, the Vice-President, and the Council Coordinators are elected by the Assembly according to the procedure described in the Domestic Rules.

 

7. The President, the Vice-President, and the Council Coordinators shall decide the offices of Secretary and Treasurer as well as any other offices.

 

8. The Executive Committee shall …

-      submit proposals to the Assembly, including a proposal for the budget;

-      execute the decisions taken by the Assembly;

-      conduct the general business of the Organization;

-      supervise the expenditure of money in accordance with the budget of the Organization;

-      inform the Assembly on the activities of Task Forces and Dedicated Networks, as well as on all other relevant issues;

-      represent the Organization to public authorities, institutions and other organizations, in accordance to the general policies set by the Assembly;

-      take all appropriate actions in order to achieve the objectives of the Organization, in accordance with the general policies set by the Assembly.

 

9. The Executive Committee voting rounds are organized every three months. The Executive Committee shall vote through an Intranet situated on the Internet at the following URL: http://ipso.intranets.com; unless a postal ballot is demanded by any two members of the Executive Committee.

 

10. A voting round shall take 30 days from the moment of its beginning. The President may decide to add 30 days to this period.

 

11. The Executive Committee votes by simple majority of votes of those participating in a voting round.

 

 

SECTION 8 - COUNCILS

 

1. There are three kinds of Councils:

-     the Constituents Council, composed of the Representatives of the Constituents;

-     the Student Members Council, composed of all Student Members;

-     the Professional Members Council, composed of all Professional Members.

 

2. The Councils shall provide advice to the Executive Committee on any relevant matter.

 

3. The meetings of the Councils shall be chaired by the respective Council Coordinator or another member of the Executive Committee.

 

SECTION 9 - TASK FORCES

 

1. In order to achieve the objectives of the Organization the Assembly and the Executive Committee may delegate tasks to Task Forces.

 

2. Task Forces receive their task assignment for a limited time. A decision on their continuation shall be taken every two years.

 

3. Task Forces shall appoint one or more Task Force Coordinators who maintain regular contact with the Executive Committee.

 

SECTION 10 - DEDICATED NETWORKS

 

1. Dedicated Networks are autonomously operating groups of Constituents, and/or Members, created on their own initiative, that produce services for Members.

 

2. Dedicated Networks shall appoint one or more Dedicated Network Coordinators who maintain regular contact with the Executive Committee.

 

SECTION 11 - FINANCE

 

1. The Executive Committee shall propose a budget for the following six months and present a financial report on the past six months in each voting round. The Assembly shall approve the financial report and set the budget. The budget shall cover the activities and meetings of the Executive Committee, and the activities of Task Forces.

 

2. The Councils and Dedicated Networks are self-supporting: the Organization carries no responsibility for their finances.

 

3. The financial resources of the Organization will consist of

-      donations and legacies;

-      the proceeds of publications;

-      the proceeds of congresses;

-      subventions;

-      interests;

-      other incomes.

 

 

SECTION 12 - OTHER PROVISIONS

 

1. The Statutes can be revised during any voting round, provided that the proposals are dispatched four weeks before the voting round takes place.

 

2. The Assembly may make, vary and revoke Domestic Rules for the regulation of the business of the Organization, provided that no Domestic Rule shall amend any provision of these Statutes.

 

 

DOMESTIC RULES

 

SECTION 1. REGISTRATION, ELECTION AND ACKNOWLEDGEMENT

 

1. Constituents

a. The application for being a Constituent shall be made at least two months before the next voting round of the Assembly. Candidates have to submit:

-      a description of their name, domicile, aims, activities, and membership, preferably accompanied by a copy of their statutes;

-      a statement of endorsement of the IPSO by-laws;

-      a list of services that will be made accessible to IPSO members.

b. Constituents can be elected in any voting round of the Assembly.

c. Constituents shall be acknowledged about their election, and subsequently be invoiced.

d. Constituents shall be asked to nominate Representatives and to inform the Executive Committee about this nomination.

 

2. Student Members

a. Applicants shall submit a statement of endorsement of the IPSO by-laws and provide the following data:

-         name and address;

-         citizenship (or long term residency);

-         the university where he/she is enrolled;

-         the academic degree (diploma) his/her course of study is leading to OR the first year and expected last year of his/her university studies in psychology;

-         positions/activities in student organizations and/or professional organizations.

b. Student Members can be elected in any meeting of the Assembly, or of the Executive Committee in case of delegation (Statutes 5:4).

c. The Executive Committee will establish a list of universities of each country in order to decide on the acceptance of new members. In case a university is not in the list, the Executive Committee will take a decision.

 

3. Professional Members

a. Applicants shall submit a statement of endorsement of the IPSO by-laws and provide the following data:

-      name and address;

-      citizenship (or long term residency);

-      academic degrees (copy of diploma);

-      positions/activities in the field of psychology.

b. Professional Members can be elected in any meeting of the Assembly, or of the Executive Committee in case of delegation (Statutes 5:4).

c. The Executive Committee will establish a list of diplomas of each country in order to decide on the acceptance of new members. In case a diploma offered by a new member is not in the list, the Executive Committee will take a decision.

 

 

SECTION 2. TERMINATION OF MEMBERSHIP

 

1. Termination in case of delegation to the Executive Committee.

In case of delegation to the Executive Committee (Statutes 5:6) membership will be terminated:

-      in case a member no longer meets the requirements for membership or in case of written request: by the end of the year;

-      in case of decease: immediately.

 

2. Expulsion

a. Expulsion can only take place on the basis of a proposal by the Executive committee to the Assembly. The proposal shall contain the grounds for expulsion as well as the defense by the Member.

b. Any five or more Members of the Organization can ask the Executive committee to make a proposal for the Expulsion of a Constituent or of a Member.

c. Grounds for expulsion can be: not meeting the criteria for being a Constituent or a Member, violation of Statutes or Domestic Rules, any behavior that has caused damage to the Organization or that runs counter to the Organization's interests.

d. Notification of expulsion takes place in writing to the Member. The act of expulsion shall be communicated to all Members.

 

SECTION 3. VOTING ROUNDS OF THE ASSEMBLY

 

1. Announcement & agenda

a. Items for the agenda shall be sent to the President up to 20 days before the voting round.

b. The agenda shall be sent out at least 15 days before the voting round.

c. Decisions can only be taken about items mentioned on the agenda.

 

2. Voting

a. In order to take votes at least 25 Student Members and one-third of the Representatives have to participate. If this number is not met another (Extraordinary) voting round has to be called, in which decisions can be taken without any restrictions.

b. The votes of Student Members and Representatives shall be counted separately.

c. If a proposal is not supported by a majority of both Student Members and Representatives it is rejected.

 

SECTION 4. ELECTION OF PRESIDENT, VICE-PRESIDENT AND COUNCIL COORDINATORS

 

1. Timing

a. The voting round(s) for the election of the Vice-President can only begin when the President has been elected.

b. The voting round(s) for the election of the Council Coordinators can only begin when the Vice-President has been elected.

c. Candidates shall be proposed to the Executive Committee 30 days before the respective voting round, but candidates for the positions of President and/or Vice-President who are not elected may participate in all other voting rounds until they are elected or until all voting rounds are finished. The proposals of candidates for the positions of Council Coordinators must include a clear statement of all positions one is candidate for.

d. A voting round for an election only takes 30 days from the moment of its beginning.

 

2. President

a. Each Student Member and each Representative shall vote for one candidate. Next, the proportion of votes per candidate shall be ascertained for both categories as a whole. The candidate with most votes in both categories together will be elected.

b. In case of a tie, the procedure shall be repeated.

c. If still no candidate is elected a third round is organized. The candidate who receives the highest proportion of votes from Members and Representatives together is elected.

 

3. Vice-President

a. Each Student Member and each Representative shall vote for one candidate. Next, the proportion of votes per candidate shall be ascertained for both categories as a whole. The candidate with most votes in both categories together will be elected.

b. In case of a tie, the procedure shall be repeated.

c. If still no candidate is elected a third round is organized. The candidate who receives the highest proportion of votes from Members and Representatives together is elected.

 

4. Council Coordinators

a. There are three positions: Constituents Council Coordinator, Student Members Council Coordinator, and Professional Members Council Coordinator. Each Student Member and each Representative shall vote for one candidate for each position. Next, the proportions of votes per candidate shall be ascertained for both categories as a whole. The candidates with most votes in both categories together will be elected.

b. In case one person is elected for more than one position, he/she must choose one of those positions within 7 days of the end of the voting round. When this person has announced his/her decision, the procedure shall be repeated for the remaining position(s). If this person does not take a decision within the stated period of time, the President shall decide for him/her.

c. In case of a tie, the procedure will be repeated. Persons who are elected in the first round are not participating in the second round.

d. If still no candidate is
